GTX 770 Low GPU Usage

Hello

Recently my average fps in games like tf2 and csgo have dipped massively. Previously I would max them out and I would get an average of 210 fps and it would never drop below 60fps but now 60fps is like what I normally get. Testing with other games also show the same problem.
The Precision X OSD never shows a GPU usage above 70%.

My System specs are as below or in my signature:
CPU: Intel i5 4670k
GPU: EVGA GTX 770 SC
MOBO: Asus Z87-A
RAM: G.skill sniper 8gb

Things I've done to try solve the problem:
-Updating to latest beta drivers.
-Reinstalling Drivers.
-uhh I think that was it.

Have you tried resetting any overclock you might have?

check your temps (Full load)
maybe the heatsinks are dirty. also, try using older drivers

Ok I think I should add some more information.
The components are all at factory clocks and temperature isn't a problem unless you think 50c is hot for a GPU.
And the driver is the 337.50 beta driver.

Have you recently bought a new monitor? Forced VSync would limit you to 60hz (60fps) which is what the majority of monitors run at.

I haven't bought a new monitor recently and I doubt it is to do with adaptive vsync.
Also I did a clean drivers install and that didn't change anything either.
CPU cores are not parked.

You mentioned adaptive V-Sync specifically; just to clarify, do you run with adaptive V-Sync turned on?

Sorry acidentally wrote adaptive vsync. Freakin auto translator made me forget part BPTMatthew's post.
No I haven't ever used v-sync of any sort on any of my games unless it forces me to do so.
My fps does go above 60 but it usually doesn't go above 200 ever since the problem stated.
I've read some other posts and it appears that source games are very cpu dependent.
It might be a CPU problem but I need to run some other games before I can make a judgement.
