Is this item at eBay legit?

I was looking for graphic cards for my brother who is not a hardcore gamer. So I found this deal but it totally looks fake. However the seller's rating is really great. The problem is in the pictures, it's shown that it's made my nVidia but nVidia never builds graphic cards. Also, the title is "GT650" whereas it should be "GTX 650". Some of the description doesn't even match with nVidia's official website page. On the other hand, the seller has no idea about this and keeps writing random stuff + there's more than 35 of those sold. So, is it fake or legit?

There are such things as reference cards like the Titan Black, 780, 770. They all come with the glowing GeForce logo on their sides and all have one fan. they all have the same color cooler, silver(except for the Titan Black)
Could you link this, The Nvidia naming is fine, the GT 650 sounds a little suspicious but I have seen worse that was legit;

I saw a B85 ASRock Motherboard for under $50 on Amazon, I opened the link and with the same price was a Z87 Killer (Much Much better), the specs showed all the ASRock Killer features but the price was of a B85 board, it actually was a Z87 killer, but it was very very weird.

The problem is not only that. My brother has a 400W PSU, which really cuts close to the R7 260X. Plus the eBay listing for GTX 650 or whatever had a really good price.
 


Surprisingly Toms hardware did a review with the R7 260X on cheap 250W PSU's, they worked. I would say even a cheap 400W PSU is easily enough for a R7 260X and R7 265, those recommended PSU wattages are always overkill.

You can, just save up money. Nvidia cards don't give as uch performance per dollar as AMD cards do. Take a look at the difference between the R9 290X and the GTX 780ti, it's a giant price gap but the performance is almost identical.
