Turn down some of your settings in game. Arma is pretty well known for being very CPU heavy and AMD is well known for failing miserably at everything that requires a good CPU.

what cpu cooler do you have? what temps do you have? that cpu needs tramendus cooling ability! it may be throttling! also what mobo-psu do you have?

that would suffice but still make sure through core/real temp, also, make sure you have the latest bios update and what about that psu?your cpu has enormous power draw so you really need a great psu.

what brand exactly?open the side tower panel and check it out! also make sure you have installed the liquid cooler correctly. use this cpu-z to check bios version on motherboard tab. if not the latest download from here asus. use these to get a read on temps core/real temp

Your ram is 1444Mhz with a CL of 11! That is terrible.

What is your current Progress done on this thread?

well what is the ram exactly. have you tried any oc?it should be 1333 or 1600? also does cpu reach max speed under load?
also check ram speed from cpuz in the memory tab. i cannot believe that an 62A 12V rail wont suffice.

i have Vengeance DDR3 Pro Series ? 2x4 gb 1866MHZ . The problem is i have Low fps in games like arma 2 arma 3 dayz standalone and they all seem to stay around the same fps as if i were to change from low to high. almost like its stuck at a certain fps.

Kinda surprised no one has recommended you check temperatures yet; i think its quite likely your PC is overheating.

1866Mhz which is meant to be CL 9 and not CL 11, 1444MHz. Something is not right.

Do you know what BIOS is and how to use it?

all BIOS's are different, we are clueless as different manufacturer's boards BIOS's vary and all, you'll have to refer to your motherboard manual.

load optimized defaults (there must be such an option and restart) then check ram speed through through cpuz it should say 933Mhz x 2 = 1866Mhz .there is a chance you need to manually set the speed and timings. also get the core readings

yes but your cpu isnt running at rated speed thats your problem! thats why you have crippled performance along side with lower ram specs. something is wrong , psu-mobo oriented , due to 220w tdp of your cpu.! run optimized defaults first. at 1,5ghz cpu memory controller cannot run ram at 1866mhz thats why it is also downclocked. your bios is later than the one specified on asus site but they state this Due to the high TDP, please be noted there are limitations while using this CPU(i.e. special thermal required..) . most probably you need to manually set cpu multipliers and (higher) voltages to properly run the cpu and still there is a chance of a greater wattage psu needed!?:??:  :(
