are watch dogs run in the ps4 better than pc

900p and 30 frames per second on the Playstation 4, and I imagine that's with lesser graphic effects as well. That's probably not a very high bar for even a low-end PC these days.

Let's be clear, when developers or other people in the gaming world say "better than PC" they mean better than the AVERAGE PC.
The PS4 is far better than what the AVERAGE person has that plays games. Due to the way games are usually coded you need a PC that has BETTER than the raw hardware specs that a PS4 has so Watch Dogs might run closer to an HD7870 for example though I don't know.
Once it's released we'll have more info.
Watch Dogs is also very, very demanding on the PC as well. http://www.ign.com/wikis/watch-dogs/PC_System_Requirements
The AVERAGE PC doesn't even meet the minimum spec whereas the PS4 is closest to Recommended for the GPU.
It appears that CPU PERFORMANCE may be the biggest reason that they couldn't meet the 60FPS target on the PS4 based on their comments and the specs listed for the CPU.
