I want to know with these specs can I play MOST modern games such as Watch Dogs, The Sims 4, etc..

i am confused do you have 8gb of ram or 4? if you have 4gb ram you won't be able to play watch dogs as minium ram requirement is 6gb but if you do have 8gb of ram and when you get the r7 260x you will have no problem playing games such as watch dogs and the sims.

If you have 8gb of ram it should work fine, however if you can afford it. get an r7 265. It's a little fast but shouldn't cost to much more.
You're also playing at 900p which should help with fps a little, but you can always try to overclock the gpu. Still, should be playable with moderate fps at medium settings in most titles.

That's recommended, not minimum requirements. But you'd probably benefit from a more high end cpu/apu like fx-6300

I understand that, but my processor is sometimes 0.7 or 0.4 ghz better than others, I understand Intel design there processors differently from AMD but would that really matter? If it requires 3.6 and I have 3.9 shouldn't that then be a pass?

You're pretty close to recommended so of course you can run it. And the 3.5ghz is for that intel cpu specifically, dont bother with it.

And like you mentioned hertz isn't everything, but it contributes with overclocking.
