Here is a tl;dr my build:

CoolerMaster 700W silent pro
Gigabyte 990fx-ud3 motherboard
FX-6100 processor
GTX 460 gpu
8GB gskill sniper RAM
Hyper Evo 212 cpu cooler

So basically, I thought my processor was the problem and I ordered an FX8350. I popped it in and still the same issue (shit..)

The computer boots up and POST has the standard single beep. The base of the hyper 212 is SUPER HOT but the fins are cold. The fan runs at maximum speed. I put Arctic Silver thermal paste but no results. I used a thin spread and spread it with plastic instead of my finger to prevent oils from going into the compound.

BIOS settings are at stock..

I'm at a loss here.

I'm gonna try the stock heat sink.. but I'm not sure it will do anything.

It turns out that the problem was my heatsink.

I cleaned the CPU and the heatsink with alcohol as normal, but then it didn't work.

I put in the heat sink that came with the CPU and it worked. I tried my power supply on another computer and that also worked.

So I wasted 160 dollars on a new processor, and tigerdirect won't let me return it.
