So i opened windows defender on my pc which has Windows 8.1, and i noticed that it is not turned on. Whenever i try to turn it on it gives me an error saying "Real time protection could not be turned on" with an error code of 0x800705b4.

I have been searching for a while on how to fix this problem. I do not have any other antivirus softwares installed on my computer which means the conflict does not come from that issue. I also went to windows defender service on services.msc which was mentioned on other forums and it is already running and on automatic.

Really want to get this sorted it out soon. Much thanks everyone

I had this same problem, in my case it was caused by switching my program files folder from C: to E: via the registry.
In my case I had edited
HKLM\Software\Microsoft\Windows\CurrentVersion\ProgramFilesDir
and
HKLM\Software\Microsoft\Windows\CurrentVersion\ProgramFilesDir (x86)

This caused me to end up with my system files spread across C and E I specifically noticed I had two Windows Defender folders, presumably windows update was unstalling updates on E:

Given that changing the registry key is not officially supported by Microsoft I decided to reset the keys above back to c:\Program Files and I'll just have to remember to correct the path when I install new software. Once I changed the key and reapplied windows updates then windows defender was ok.

Go to
Control Panel\System and Security\Windows Firewall\Allowed apps

Click "Change settings". Click "Allow another app".
Tick "Windows Defender"
Tick "Public"and "Private" (You can untick the McAfee Central" or the antivirus program in your Windows 8.1)
Click "OK".
Restart your PC and run Windows Defender.
