Only one pc on network is slow - no difference between wireless and wired

One of my pcs just slowed down tremendously to about 8 MB/sec download speed vs the typical 65 MB/sec. This happened recently but I didn't change anything or install anything new. The speed its the same whether on wireless or a wired connection.

This is a Windows 7 Professional 32-bit PC.

What are the troubleshooting steps I should follow to figure this out? Thanks.

1: insure the correct driver is installed
2: check the connection speed. ie probably gigabit (wired) or classN or better (wireless)
3: if the connection speed is good check the cpu & network usage. high usage will need to be resolved. (IE - whats using it up? Check for viruses)
4: if cpu and network usage are normal then check for network conflicts & collisions. Router may show errors with duplicate IP's or collisions or something, or interference on wireless (change the channel).
5: perform a backup and then reload the last know good working one and see if you can spot what has changed. Perhaps an update has caused the issue.

ive got this problem too...

i think it might be a hardware problem but im not sure which component is causing it. the drivers are fine, ive tried ethernet & wireless, ive got an antivirus + tried on clean install, and cpu and network usage is low.... im connecting over ethernet atm but even if i was on wireless my router automatically changes channel to the best one for less interference. ive got a bt hub 5. and i tested on clean install too so i dont need to go to a backup.

also i lose connection about once an hour. very annoying. the speed varies a lot. never goes to the full speed of internet though. other devices have no problems. i had a wireless adapter in my pc before, it was just as slow as ethernet. i moved it to another computer, and it was fast. SO its a hardware problem (probably).

my specs are: intel core i7 4770k, gigabyte z87x-d3h motherboard, crucial 1333mhz ballistix ram, seagate 1tb hdd, samsung (tsstcorp) dvd drive, coolermaster power supply, nvidia geforce gtx 680 (4gb, palit, jetstream), coolermaster case.

my ethernet/lan driver is made by intel.
