$650 build vs $1000 build

So I read and article here, about the $650 build was the best bang for buck, and because I wanted a $1000 pc I was thinking if the $650 was better for price, even if I have to Oc to squeeze the max potential $400 is a lot.

My question is what kind of build should I buy to get the max bang for buck? But without using the fx 6300 because I want to play sc2 and rome total war

Wow at first I thought something like 770 or r9 280x but seeing a r9 290 is a really good deal, And I don't need an os btw so its about $1000
