Can I build a wireless receiver strong enough to pick up free WiFi say a mile away

I also want to know why somebody hasn't created an app or program that can tap into all the cell data flowing through my body or an app that can mock as a data subscribed device. It's a dream, but if it were out there, and people knew about it, it's inevitable demise would ensue from the money grubbing pimps we call service providers as they could be compared. Sorry for the rant.

Actually, you answered yoiur own question. Technically, what you want has already been done, but it just didn't make enough money for the stockholders. Sorry, but we live in a "Free Enterprise".

You can get WiFi from a mile away, but it needs to be directional in both directions. Meaning the sender of the signal has to be pointed at the antenna you will be using. Do a web search for extreme wifi distance contest. There is a neat contest where people try to just max out the range they can get a wifi signal.
Hacking into a phone system is a crime BTW, so any type of program or hardware that is made will be prosecuted.
