Windows 8.1: I cannot click in the PC Settings, but I can click everywhere else

So I recently installed Windows 8.1 fresh. I was setting stuff up and decided to go to the PC settings area. It simply does not respond to mouse click. It will respond to my mouse hovering over certain selections as I see it getting highlighted, but I cannot click on it.

I can use my keyboard to navigate through, and when I got to the customization area to change my desktop, in the screen to pick a wallpaper, my mouse works perfectly fine in there. My mouse also works perfectly fine everywhere else on my computer. I have absolutely no idea what could be causing this and obviously is EXTREMELY frusturating

I registered my copy just now using the "slui 3" command in command prompt, and that unfortunately did not solve my issue. Thank you for reminding me to do this, though.

Actually, I ended up registering it. Restarted PC, it still didnt work. Then, I turned it off, went to bed. Woke up again and it started working. Its like it took two reboots for it to work for some stupid reason. That being said, thank you.
