Low FPS most games with Decent rig (specifically Arma 3)

So I feel like I've tried every trick in the book. No matter what settings I use or what I tweak outside of the game, I cannot get more than 10-15 FPS MAX in multiplayer, usually only around 8-10. And in single player I can't get above 25. I see people on youtube playing with max settings and getting around 40-60 fps easily while they still have "worse" hardware than me. Somebody help! This low FPS problem is pretty much for every game but DAYZ. Including Assassins Creed 4 single player where I get 13 FPS on lowest settings. My CPU and GPU temps have never seen anything above 45 degrees celsius and usually linger around 30-35 degrees when maxed out (while gaming, not stress test). I need some insight! Thanks in advance.

Basic Specs.

CPU: Intel i5-4670k : overclocked to 4 ghz (barely effects fps; overclocked or not)
GPU: Nvidia Geforce GTX 770
PSU: Corsair HX850
MOBO: MSI z87-g45 gaming motherboard
Memory : 8gb Corsair Vengeance 1600mhz (I have another 8 gigs of Vengeance I don't have installed but I doubt thats the problem)
Cooling: Corsair H100i Liquid Cooler for CPU
240mm radiator
5x120mm intake fans
3x120mm exhaust fans

try to unpark your cpu cores this could fix your problem

Are you using the latest Nvidia drivers? Are you using any type of software where you are limiting you GPU temps? eg. Precision X

what is your psu? check your utilization for both cpu and gpu, those temps are not full load temps, they are just too low. unless you have some sick cooling.
you can download msi afterburner and hwinfo64 (?, not sure of the name), have the utilization, temps, fps be displayed in-game)

My drivers are updated. I use MSI afterburner and HWinfo. The OSD always says my temps never go above 40 degrees even in game.
Having in game monitors don't affect my FPS either. On or off.

I'm new to PC gaming and I think I have some decent cooling and hardware. But I will try unparking the cores next.

Does it run better if you set the cpu clock to stock? You should be getting way better than 25fps in arma 3. My 660 does better than that.

Have you turned off all power saving/management features in windows and in your bios?

setting my CPU clock to stock makes it slower. So OC'ing it helps just barely. I have all power saving features turned off in windows. I will see if there are any bios updates I need.

I figured it out! I just needed a BIOS update! I went from <10 fps in Arma 3 multiplayer on lowest setting to over 70 on high/ultra settings. And on ultra settings in singleplayer im hitting 120-140...NOT LOOKING AT THE SKY! If anyone has a decent/high end rig and has similar issues like me, check your BIOS version!
