so i heard about someone using 4k res in game on a 1680x1050 montior.
is this a thing that actually works well?
i have a gtx 780 if this helps

I'm not sure this is possible, but even if it was *why* would you want to?!

Running at a higher resolution than you're screen supports and then down scaling it will only make the game run slower, it can't make it look any better as the screen only has the number of pixels it has.

If you want higher resolution and you don't want to spend loads of money on a 4k screen, why not get a couple more 1680 x 1050 screens for a 3 screen surround set up? You're GTX 780 should handle that provided you have a decent processor and good amount of ram to back it up...

I could run Spec Ops: The Line at 200 FPS on 1080p but it had no built in AA, so I set the res to 1440p, looked much better and I still had 100 FPS.

Ah yeah I can see it working as a replacement for AA (I think that's pretty much how AA works anyway isn't it?)...

It can actually make the game look better, but only as a form of supersample antialiasing called downsampling. It doesn't come anywhere near the detail of a real 4K screen and it's really not worth it at all unless no other antialiasing works in a game.
