Power supply not turning on after installing new motherboard

Hi, i recently installed a new motherboard (the MSI 97A-G46) with a 500 watt power supply i think ive plugged everything in properly but the power supply isnt even turning on and i dont think its got anything to do with the new motherboard

UPDATE- the power supply is a modxstream pro 500watt

check these
Your power supply is properly connected to your motherboard
Your CPU is properly installed along with the CPU cooling source (fan)
Sounds like your RAM is properly inserted or your motherboard would be 'beeping' at you if you have the CMOS speaker plugged in
Video card is properly inserted (you might want to check the video card in another PC to ensure it works)
Unplug all other components (floppy, CD/DVD drive, RAID cards, use only 1 HDD and then boot)

I've updated the post and I'm fairly new so i don't know what a paperclip test is

I've tried most of these but I haven't applied thermal paste to my CPU yet and I don't have another PC to check the gpu.
