my computer lags when cpu usage is at 100% is that normal for the computer to lag like that? thought it was my power supply cause it might be dieing so i rm'ed that.

It's perfectly normal for a computer to become slow when the CPU is loaded to the max (100%).

Think of it this way, if a processor is loaded fully (100%), can it handle any more load? No, so it must complete tasks before it can move on to others. This will result in a perceptible "lag."

What are you doing that causes it to reach 100% use?

If your CPU is running at 100%, it is at its absolute performance limit, so yes it might lag. What are you doing that would max an eight-core CPU like that?
I ask because that sort of utilization, if unanticipated (e.g. by folding, mining, or some other intentional tasks), could indicate the presence of a virus or bot on your system.

It's not normal if you're browsing the internet or playing a game. You'd only see those usage percentages if you were doing something like encoding or if you had malware as Onus pointed out.

You may have a problem that needs addressing.
