Really low fps on Planetside 2

Help I am getting really low fps on planetside2 at all settings. The fps says the same if I change the settings.

I have an r9 290 windforce, fx 4350 @ 4.6, 8 gb ram, nex 650g, 1 tb hdd, 3 case fans. The temps re low and the usage (cpu/ gpu) is low. what should I do?

Yes I found out what the problem was. One of the psu wires was bad but fortuanateley my psu is modular so I could just change the wire. Now I am getting max fps on ultra (planetside) and 90-100 fps on bf4 everything maxed out with 0% bottlenecks :).

Nope it ran just fine with my 6670x2 and the usage is not at max.

Plus it would get more then 15 fps. Maybe bad drivers?

You said the FPS doesn't change when you change the setting and that has CPU bottleneck all over it. You played any other games?
