A cheap card which can run all games at more than medium and is still smooth, would probably be a GTX 750ti/750.
If you want to downgrade further, I would just probably recommend a 7770/R7 250X.

If your Power Supply can support it, then the cheapest thing that will run most games smoothly on low/medium, will be the 7770/R7 250X.
