Minecraft, Intel HD 4000 running in low core clock,

I have a laptop that runs minecraft pretty well. here are the specs

Dell Inspiron 15R n5520
Processor: Intel i5 3210m
GPU: Integrated Intel HD 4000
RAM: 4 GB DDR3
HDD: Seagate 500 GB

So as the title says, I have run minecraft with this low frequency. I use GPU-Z to monitor my gpu core clock speed, and here is the result:

That says the GPU runs on either 650 mhz or 350 mhz. But when I'm playing games like Need for speed most wanted 2014, the GPU core clock rise to 1100 mhz. I dont know why Intel HD 4000 cant run minecraft @1100 mhz. The temperature was fine too as you see in the picture. The temperature of my laptop while playing Need For Speed Most wanted is even higher than 71C.
It is (74-78C). It even reaches 80c!The reason i want my GPU to run on 1100mhz is to tweak my minecraft perfomance to gain better fps, so i wouldnt experiencing lags.

So my question is, Am i the only one who gets this problem? If yes, I wonder if there is any tweak for the GPU to play minecraft at 1100mhz

I doesnt do that because it isn't required. It 'Turbo boosts' itself when the running game is more demanding. Minecraft is not GPU heavy at all, so it doesnt need to boost.
