AMD FX-8320 3.5GHz 8-Core Processor
Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler
Gigabyte GA-970A-UD3P ATX AM3+ Motherboard
Gigabyte Winforce x2 GTX 660 OC
A-Data XPG V1.0 8GB (2 x 4GB) DDR3-1600 Memory
Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
NZXT Source 210 (Black) ATX Mid Tower Case + 2 120mm fans
Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply
Microsoft Windows 8.1 (OEM) (64-bit)

= $732.97

I want to play BF4 on High 900p 60 frames. I also want to play Far Cry 3 and L4D2 and other games like Arma. Could I hit 60 on most of the newer games if I lower the graphical settings?

Yeah, you should be able to play most games near high and get good frames. All the games you listed will dip down to 15 fps at some points though, and Arma isn't as well optimized so you will probably have tot one down the settings a bit.

Why would it drop to 15?

This is a used system right? That price is too low for new parts.

There are explosions or events that will drop the fps for any components.
