check for any preinstalled software that manages bandwidth.
My new MoBo came with AMD Quick Stream and it regulated my internet based on how i was using it. took me a month to figure out what it was and as soon as i turned it off... my internet worked fine again.
depending on the manufacturer there could be any number of different programs. look under the installed program list (or the uninstall program area mycomputer / Uninstal or change a program and look for something that might be managing bandwidth
Decrapify is a free program that is good of getting rids of this type of preinstalled junk.
this wasnt preinstalled junk. i built my computer from scratch. this was a portion of the AMD All in One driver package for my motherboard driver disc. this same install includes drivers for things like USB 3.0 drivers, chipset drivers, dual channel support, raid, SATA, ect... you basically have to install this driver unless you want to manually pull all the other drivers for everything on your motherboard.
AMD Quick Stream is just one of those things it installs with this driver that you cant avoid. but.. removing it is as easy as uninstalling it. you dont need to download additional 3rd party software to uninstall another piece of software only to then uninstall the 3rd party software that allowed you to uninstall the software that you could have just uninstalled. see how dumb that sounds lol..
just uninstall the software.
