Can the Radeon HD 7770 Run on This Power Supply?

So I am looking to sell my Radeon HD 7770 graphics card to a friend. The problem is that I don't know if his PSU will be able to run it. When his PC was built, he didn't have much money to budget, so he had a crappy 480w power supply that came with the case. (PSU here: http://www.mcmelectronics.com/product/LOGISYS-PS480A12BK-/83-15657). The sticker claims it has 16 amps on the +12v rails. I would like to know if it would be feasible to run the GPU off of this power supply. (I have an adapter to plug into the graphics card to run it off of molex).
 
Solution
Theoretically it will work as long as it has 2 rails with 16 amps each BUT considering thats a $20 PSU it might just blow up and take the whole system with it so i think you should tell your friend to get a better PSU.
