Can Only See Desktop Background - Possible Hardware Issue?

I've made this thread before, but decided to recreate it with updated information. Basically.. one day, random prevented short-circuit by my computer (turns on for a split second, then turns off, and doesn't turn back on - unplug & replug everything, turns on), BIOS corrupted, login, only desktop background. No icons, no nothing - can't Ctrl+Alt+Del to get Task Manager up, that only turns the screen black. Works fine when I switch the Primary Video Adapter to IGFX in Bios Setup. Works fine in regular Safe Mode. Doesn't work in PCIe 1 Slot (NVIDIA card). Eventually.. I reformat my hard drive, problem persists. Now I've tried removing the CMOS battery after BIOS flashing - still nothing. Tried ensuring that everything is plugged in properly - still nothing. I am almost positive that the issue is a hardware issue, and I'd like to confirm which piece of hardware is malfunctioning.

In the end, I believe I have a bad graphics card and I'd like to confirm this somehow. Please read the thread(s) I linked above and give me your opinion on what's afflicting my computer.

Also, as an additional question.. I purchased my computer from CyberpowerPC, and my video card is manufactured by MSI. Does the video card fall under the MSI warranty, and if so would I be able to send them the card instead of sending CyberpowerPC my computer (I'm thinking of shipping & handling costs - a computer will cost MUCH more than a video card).
