GTX 770 Underperforming. (CS:GO)

About two weeks ago I purchased and installed my GTX 770 to replace my integrated graphics. Everything was great, most games ran on ultra with no issues and everything felt fluid. However, the one game that still baffles me is CS:GO. No matter what I do I just cannot seem to get a stable framerate with this game, even though my rig is more than capable to run it at max. I get around 60-150 FPS.

I've ran the game at minimum settings and at max and there is little to no change.

I compared the GPU Usage for Far Cry 3 and CS:GO using MSI Afterburner and what I got was 100% usage for FC3 and 50-70% for CS:GO. The GPU temperature for FC3 was 80 C and less than 60 C for CS:GO.

Also something to note is that the card would not fit in my PCI x 16 slot on my mobo so I was forced to install it into the PCI x 4 slot.

My specs are :

EVGA GTX 770 2GB
AMD Phenom II X6 1055T 2.8GHz
ASUS M5A88-V EVO
Antec 620W PSU
G.SKILL Ripjaws Series 8GB RAM

Any help at all is appreciated. If any more info is needed let me know.

My 770 is performing pretty badly too. Everyone else with the same CPU and GPU as me runs Crysis 3 with 40fps+ on 1080p ultra setting 8xMSAA.
I get like 33 fps on 900p... When I had a 7750, it performed worse than other people's 7750, when I had a 760, it performed worse than other people's 760, and now my 770 is performing worse than my 760 in novabench. I give up, my computer is retarded.

Why cant the card fit into the x16 slot? PCIe 2.0 x4 is the same as PCIe 1.0 x8, which will cause a bit of a bottleneck.

Possibly you have a CPU bottleneck, the 1055T is rather slow, and is now beaten in most tasks by a Haswell i3.

Yea, what really irks me is that I compared specs with two of my friends and they get double my fps in CS:GO even though my rig is much better than theirs. I am at a complete loss.
