I have an EVGA z87 FTW, a Seasonic 660xp2 atx 12v psu, an Intel i7 4770k Haswell processor.

Through RMAs I have tried 3 motherboards, 2 processors and 2 power supplies, all same issue. I have gone through all troubleshooting steps recommended by manufacturers and those on this forum. All have same issue, everyone says parts are compatible.

When just testing the board outside the case, only things on board are the 24 and 8 pin power connectors, the cpu and fan, on-board hdmi to monitor, and keyboard. Tried with and without ram in recommended slot (#2). When powering on psu, lights on motherboard come on (bios, and 2 other led's) when pushing power button on mother board, the psu fan spins for about 2 seconds, and at the same time the cpu fan twitches once and then both fans stop. I never get a beep (there is an on board speaker), or a post on screen.

All along everyone has said that the components are compatible. However, I believe this power supply isn't compatible for some reason. I am going to take everything to a friends house tomorrow and test with his power supply. Anyone else run into issues with this combo?

Have you ever fully assembled the system in a case with an HDD? What you describe sounds correct. The board is powering on, not detecting any system drive and shutting down. The PSU is compatible. Before going through any more fooling around, I would assemble and see what happens.
