What TurboClock means?

Somebody help me understand what is turboclocking? Is it accessed through UI or through BIOS settings? Is it okay to permanently set i7-4500u to its highest speed? And, if it safe to use permanently on a laptop.Thanks!

What is Turbo Clock:

In Intel, Turbo Clock/Boost is a technology implemented in certain versions of their Nehalem-, Sandy-Bridge-, Ivy-Bridge, and Haswell-based CPUs, including Core i5 and Core i7 that enables the processor to run above its base operating frequency via dynamic control of the CPU's clock rate.

It is activated by itself when the operating system requests the highest performance state of the processor.

Turbo clock usually refers to an automatic "overclock" that the cpu will automatically apply under certain circumstance. It is perfectly safe to leave alone

So it means that its performance will never get below 1.8 GHz and not higher than 3.0 GHz? Am I right? Or it will just tweak itself in realtime when a software needs it?
