UHMMMMMM Why are you messing with Winsock? What Windows is this? You shouldn't been messing with those key parts, and you MAY have fragged up Windows that need to reload the OS to fix it all now.

open CMD prompt and run sfc /scannow to make sure all the files are repaired, or reboot into Safe mode and do a system restore BEFORE you started to mess with this and see if we can get back to where it was before and then address other solution to your probelms that lead you to mess with all this.

I am using win 7 64 bt

I did the test and all are ok

So you ran sfc /scannow and all were fine? Then did you try rebooting then when you see BIOS start hitting F8 till the menu pops up to enter SAFE MODE? Then select SAFE MODE with networking, and try with IE and FF again? Does it work in safe mode? If so download Chrome (can't install in safe mode) and reboot into normal mode. Install Chrome.

In normal mode in Chrome can you get to Microsoft.com or Google.com? If so, then follow these basics:

Download and run SPECCY, copy and paste the first tab to show your computer specs

Remove whatever AV your using and go to www.filehippo.com and download AVAST! or AVG and do a full system scan - this repeatedly has resolved alot of people issue relying on MS Essentials.
Download Malwarebytes do a full system scan (AV doesn't pick up alot of malware) - this resolved almost ALL other similiar posts to date as most had Malware the AV didn't pick up.
Repeat the AV/Malware scans till the system comes up clean.

Did you install all Windows Updates? Including options except BING? Check them and repeat till ALL are installed.
Download and run Slim Drivers, install all the latest updates but you don't need to reboot until you do the last update

Let us know the results of all these steps, 90% of the time just these steps along resolves ALL the issues.

1. Open a commandline session as administrator (enter CMD in the search box, right-click on cmd.exe and choose "run as administrator")

2. To reset Winsock enter on the command line: netsh winsock reset
3. To reset the TCP/IP stack enter on the command line: netsh int ip reset ipreset.log
4. Reboot
