Does more power consumption mean more performance in same generation gpus?

The hd 7770 consumes nearly twice as much power as the hd 7750, but it isn't that much more powerful. The same goes for gtx 650 ti and 650. And the cost difference isn't that much either?
How much more powerful is the hd 7770 than the 7750 and how much more powerful is the gtx 650 ti than the 650, to compensate for the much higher power consumption?
 
You're not quite right.

The new GTX750Ti uses the Maxwell GPU architecture and is very power efficient (see bottom of chart), but the HD7870 and HD7850 are almost exactly the same Performance per Watt:

*There's a 10% difference between the HD7750 and HD7770 (normalized to the GTX750Ti not each other). Also, it will vary if one card has more Video RAM than another.
