Why my pc is lagg ??

Hello all
am new in forum .. actually in the whole site
so am wondering WHY my pc is lagg ?
my pc is a meddium pc
my rig is :
OS : Windows 7 ( 32bit )
CPU : intel core i3 2100 ( 3.1 GHz )
RAM : 4 GB ( in use 2.99 )
Graphic card : AMD radeon HD 5450 ( 2 GB up to 4 GB )
Monitor : Samsung SybcMaster B1930 ( driver date 6/21/2006 )

am trying to play GTA iv on high with shadow but its lagg
not only this game .. all games i play need to be low or meddium i need it to play on high

i think this community will help me up

The 5450 is a pretty horrible card, especially for gaming. Even at 1366x768 it will struggle with games such as GTA IV.

I would recommend a graphics card upgrade. Depending on your power supply you could upgrade all the way to an HD 7770 (an entry level card capable of playing games on medium to high with reasonable framerates) for pretty cheap.

you recommend to get a new graphics card .. humm
let me tell you that i recently i upgrade my graphics card from 4300 to 5450
it cost me 75 $ .. if i just overclock it would it get me better performence ?
and if i upgrade my ram to 6 gb and upgrade my windows to 64 bit whould it help ??
last question is did you have any site that helped me to built a new PC and cheap
ANY WAY thx
