450 watt psu for a gtx 660? + i3 3220???

Solution
I'd recommend getting at least 550w just to be safe. I've been running a GTX 660 with a 130w CPU on a 460w Delta Electronics PSU for a while before it started having problems shutting the PC down completely. Not taking any chances, I upgraded to a fairly decent 600w PSU.

check the manufacturer's site for 'minimum system power' or similar for your GPU. i would say it's close, as my GPU has a max TDP of 145w and the 'minimum system power' (maufacturer's recommendation) is 450w. your 660 is 140w max TDP. it also depends on the brand/quality of your PSU.

^this. i went for a 550w and had no problems so far

The absolute minimum is 450 watts of system power with 24 Amps on the 12 Volt rail. The problem with minimums is that it does not provide for power spikes and surges in the system; at least, not adequately.

In a case like this, like others have recommended, I suggest 550 watts to 600 watts and a good brand of PSU. Seasonic, Corsair HX, AX, XFX, Antec.

This one is on sale currently at Newegg's Memorial Day sale: http://www.newegg.com/Product/Product.aspx?Item=N82E16817151095&nm_mc=EMC-IGNEFL052314&cm_mmc=EMC-IGNEFL052314-_-EMC-052314-Index-_-PowerSupplies-_-17151095-L012D

The graphics card you have will perform higher than the CPU you have in the same system.

The R9 270X is comparable to the GTX 660, but a lot less expensive. If you start upgrading at this point you will need to upgrade everything including the PSU and you will end up with a completely new and more expensive system. Go with what you have chosen and if you experience bottlenecking (CPU) in certain games, just reduce the settings slightly. You will not notice much of a difference.

The R9 270X is great for the price and performance.
