You would want a dedicated GPU for high detail settings at 1080p, but the integrated GPU will handle both those games well at 720p medium-low settings.

Playable, possibly, I wouldn't expect very good performance though. You really need a dedicated GPU.

Sorry, I should specify my definition of well. World of Tanks will run fine, 720p at low settings. Solid >30 FPS.
Skyrim at 720p on low will be 20-25.
So playable, not pretty.

Likely 2X the FPS of the Intel HD4.4k.
If you wish to stick with Intel, snag a Pentium G620 and add something like a discreet Radeon HD6570.

The GTX 650 will be compatible with your system. Though you might want to check out the CX 430, it's often on sale and would give you a bit more overhead.
