ASUS R9 290 GPU load spikes and not highest clock speed

After playing Mount and Blade Warband for about 50 minutes, i shut the game down and check the temps of the R9 290. The temps were just fine (50C), but i noticed that i had strange spikes and i had never reached its clockspeed of 1000Mhz (1075Mhz with OC). Why would this be?

it most likely didn't need to go to it's max clock speed. the Spikes are always common with AMD cards, and sometimes Nvidia, but they are more consistent. 50C is very good, and at that temp, it wouldn't have been pushing the card that much, so It would be around 1000Mhz max I would expect.
