Is this AMD setup junk ? I'm beginning to think so...

After a little research and watching pcper youtube videos I put together imo my first budget high end gaming pc ( with mind to upgrade ) able to rival PS4 , and so it should.

Specs Asus M5A99X EVO R2.0
AMD FX6350 4.5 GHZ Air cooled Freezer pro 7
Powercolor HD7870 1175MHZ
Kingston HyperX 1600 8GB Ram
Kingston V300 120GB SSD
WD 500GB Green
Corsair CX750 PSU

My problem is this type of pulse lag when playing GTA IV with a couple of mods yet others with lower specs seem to have no issue , I'm thinking it has something to do with cpu as others with Intel chips seem to do ok with lower end gpu's but I just dont get it. I aslo get a type of input lag with Battlefield 3 even though my line in B grade 0% packet loss 20ms ping 12mbdl 500kbul , I know there too many factors to deal with Battlefield though.

Can overclock setting mess about with in game performance ? example , a while back I edited a setting in bios to help stable my overclock and to my amazement I managed to overclock at a lower voltage and managed 4.5 GHz while staying no higher that 60 c with prime 95 where as before my temps shot to 70c+ at 4.5

Well if anyone want to enlighten me I'm all ears as I don't have a clue ,

GTA IV is very unoptimized especially for AMD cpus. That being said incorrect over clock settings can produce issues like that. Have you tried on default settings to see if the issue still persists?

I'll try default setting maybe tomorrow as I have only just done a fresh install of windows , try and keep things cleaner this time round , I was hoping somebody might have a solution before I reinstall any games as if its always going to be laggy it not worthy of my small ssd.

Make sure APM is disabled in the BIOS. Application Power Management can cause unexpected drops in CPU clock speed. In fact, for overclocking you want ALL power saving turned off for stability testing.

Also, the Freezer Pro 7 is a lower performing CPU cooler. It may be a heat throttling issue. What temps are you at when playing GTA4?

Well I've finished installing all necessary drivers , bios updated and turned all the power saving features and running stock 3.9ghz , going to try everything on stock values tomorrow see if anything has changed , heat has never been a problem gaming always between 47c-54c but I'm sure my gpu has an effect on that as its mostly 47ish , the freezer pro 7 rev2 has served me well , its silent and up to 10c cooler than stock but something I didnt budget for and only £20. I'll let you know how it goes tomorrow

Do you have V-Sync enabled on BF3? If so than turn it off, it has a tendency to cause input lag.

Also I get drops into 30 fps with an i5/7970 across all settings on GTA, its not that great of a pc game.

Right , the pulse lag I was experiencing was in fact due to my poor overclocking skills , after resetting to stock values CPU & GPU BIOS and a clean install GTA IV plays flawlessly with mods now so I'm a happy guy not feeling under performing , I did have to overclock my GPU to 1180mhz to play at 1080p smoothly and all setting on full.
I always thought it would be the CPU as the lag was strange pulse like every 5 seconds or so , didnt think an overclock would do that as battlefield played just fine 3 & 4 as with GTA IV without mods , the strange thing now it my temps have risen a couple of degrees now ??? and as GTA plays better its as if battlefield has got worse , picture shutter every now and again but if I'm honest I give up on Battlefields inconsistencies , its a 3rd world game for lagers and the occasional cheater , it can be much more enjoyed on consoles coming from experience.

Thanks to every one who showed an interest , I now have a little faith in my setup :D
