Retail games on steam servers?

I have been thinking that i could maybe move to pc gaming, and i was going to buy black ops 2 on pc and found it from local shop at price of 20 euros, but on steam it costs 60 euros. I really want to play the game on steam servers because i think there will be more players online.

So, can i play games that i bought on a cd/dvd from retail store, on steam servers, if the games have steam activation code?

Sorry if this was a stupid question, but i already tried to find info of this but i didn't find an answer.
 
Solution
If the game gives you a CD Key of some sort you can register it in Steam and don't even use the disk. Do they use seperate servers for steam users vs disc users though? That seems pretty strange.
