I know their is a forum here (http://www.tomshardware.com/answers/id-1773669/unable-change-gta-graphics-settings.html) explaining the issue, but I cannot figure out where to put -nomemrestrict -norestrictions as I do not see a 'options' in the properties dialog box. The game is currently unplayable 
and the floor is made out of water and buildings are invisible and this being a 2009 Game I expect that my Medium end late 2012 Dell laptop can do a Way better job, or else this game is Truly overkill. I know that the Sims 3 isn't a heavy game but its also a 2009 game and can run it at pretty high settings.
As I said, I know this was answered but the answer wasn't clear enough and that's why I'm asking because I would like to see more than just water textures on the ground and everything else invisible.
