PC entered an endless loop a short time after replacing a graphics card

Hi

My graphic card stopped working so i replaced it with a new one (BIOSTAR RADEON HD5450).
30 minutes after installing the card and its driver the PC froze.
it didn't respond to power off so i had to unplug it to shut down.
After that when i attempt to power it on, it restarts after 3 seconds without showing anything on a screen (i connected the screen to the board's VGA).
I tried the following steps with no success (based on suggestions in threads with similar symptoms):
1. removing the new card and trying without it
2. trying with the old card
3. resetting the BIOS

Technical spec:
OS: windows 7.
CPU: i5
MotherBoard: ASRock H61M-VS R2.0
RAM: 4GB DDR3

So I am guessing it resets without booting?

Here is what I would advise.
1. Make sure the fans spin, expecially on the CPU. If not, maybe you accidently pulled the cable lose when installing the new GPU.
2. Try the onboard graphics by plugging the display into the motherboard without the GPU inside.
3. If not the fans or GPU, remove all parts of the computer and do a slow one piece at a time boot test. What this means is remove the CPU, GPU, RAM, disconnect the SATA cables. CPU FAN also. Only leave power connected and power switch.
4. Find the beep code listings for your motherboard.
5. Press power, the beep code will signal. First will probably be the code for "NO CPU". You place the part in and continue to boot. Do this until you don't get a beep code but instead get the system restarting like before.
6. If this never happens, its likely your motherboard is bad.
