Help finding a program

I'm sorry if the way i describe things is kinda bad but anyways, I'm looking for a program that is very similar to what this guy is using in his video for all his icons.

If you know the name of the one he is using then great! If not that's okay I'm just looking for something similar. I'm starting to get a bunch of Icons on my desktop and I would just like a way to organize everything without having a bunch of folders i have to go into.

I don't know what he's using but rainmeter can do some really in depth customization but just for icons, you might want to try fences. Actually I think he is using fences.

In order to help others figure out the answer to this question I will tell you how I figured it out. I am not a Windows user and I don't even recognize a majority of the icons on his desktop so here is what I did. I watched the video in high def and looked at the app that was running down in the taskbar at the bottom left of his screen. It clearly said "Debut Professional" I then googled that and saw that it was a screen recording application. I use some myself so I knew he was using something. I just didn't know what he was using. So that's how I figured it out. HTH!

Not the screen recording program man, I could of easily figured that out plus I uses Shadowplay for that, I'm talking about how his Icons are, if you notice at the beging of the video his Icons he was able to scroll through them.

Well, Fences is nice but not exactly what I wanted, it is what he has though lol. What I would really like this. The ability to store all my games into 1 folder called games, and when I hover my mouse over it, it expands and shows everything I have in that folder, which would happen to be all my games.
