I am currently experiencing some GFX problem, best explained by watching this video I recorded:

I am mainly wondering what the GFX issue is called so I can find further help online.
Quick Specs:
Win 8 Pro
Nvidia GeForce GTX 770
Intel i7 (superold 950 generation)
6 GB RAM
DxDiag:

Measures taken:
* Uninstalled old drivers (completely, as per a guide)
* Installed various other drivers (old, new, beta)
* Made sure GFX Temperature is not at fault
* Made sure GFX Clock rate is not altered from default.
* Made sure issue persists through different monitors, refresh rates, fps rates and games/3D models.
Any help is appreciated, but I would really like to know what the GFX issue is called so I can continue my troubleshooting.
