Help - Low performance ASUS 7950

Hello!
First of all my specs:
CPU: AMD FX-8150
GPU: ASUS 7950 DCII
MOBO: ASUS M5A99FX PRO R2.0
PSU: Corsair CX-750M
CPU Cooler: Coolermaster X6
Case: Thermaltake Chaker MK-I
Corsair Neutron GTX 120GB SSD
Everything is updated, i was on Windows 8.1 which caused massive FPS problems and i'm on Windows 7 right now which i formatted 3 times and had the same problems.

Lets get to this really wierd problem that i couldn't get rid off.
So one of my friend has 8350 as CPU and 7850 as GPU and same MOBO with mine
,and my other friend has 8350 as CPU and 7870 as GPU a different MOBO
In Arma III, Watchdogs, Borderlands 2
Problem:
Arma III: I'm getting 15-25 FPS in towns while my friend with 7850 gets 30'ish, and my other friend with 7870 gets the same FPS as i do
Watch Dogs: I'm getting 19-30 FPS and my friend with 7850 gets 35-50 FPS
Borderlands 2: I get usually around 40-80 FPS but there are some major drops to 20FPS which my other friends doesn't have.
And other than these games i have an overall lower performance than my friends which i don't understand the reason, because except the CPU i have a better GPU.
(These are all tested with the same graphics options)

I understand that Arma III is not optimized and Watch dogs is not out yet so performance issues can occur but, in Arma there shouldn't be much difference between 7850 and 7870.
I tried overcloking my cpu to 4GHz my gpu to 1000MHz still no difference.
One more thing that pisses me off is that even if i turn every option to low settings in Watch dogs i get the same fps, and i turn on everything to ultra and 4xaa i still get the same fps
I checked my stats with 3 different meter (Pcmeter, Cpu-Z Gpu-Z, HWMonitor) and nothing seems to be bottlenecking (Cpu is at %50 and GPU is at %89)
I tried disabling Turbo-core, Cool n' Quiet etc. still same results.

I don't know what to do anymore.I lean towards CPU for the reason for this but performance wise i haven't seen much difference between 8150 and 8350, but the Piledriver in 8350 is certainly better.But again i bought this CPU like a year ago so i don't know.

I'm sorry but please read carefully before answering.I know it's long but i already wrote that i formatted 3 times and i already tried overcloking.I kinda fixed the problem but now i get the same fps as 7850 which i shouldn't have.
