Typically asus, MSI, gigabyte, and Asrock are the go to brands.
Asus for the higher end but a bit more expensive
MSI and gigabyte are middle of the road expense and features
Asrock is the budget leader

its applicable to laptops as well.. or diff best brands for laptop..

It should translate well to laptops. As for CPU brands there are only two, intel and amd. I prefer intel. They are faster and complete more tasks per core but amd typically has more cores and are cheaper so it depends on your situation

To be safe, stick with asrock, gigabyte or asus. MSI has poor QC and has more customer problems/complaints than the three I mentioned.
Gigabyte is seriously solid using more metal in the boards than other manufacturers.

AS Rock, Gigabyte and msi are my personal favorites, but there are other good ones, just make sure your motherboard suits your build and your CPU
