Having a hard time deciding on CPU

As the title says im having a difficult time deciding on the CPU for my new build. I have about 740$ left over after buying the rest of my parts and its going to be spent on a cpu/gpu combo. So I can either buy a i7-4770k+gtx770 or a i5-4670k+gtx780. Im not a heavy gamer, I do photo editing sometimes. I will be programming on it (engineering student) and I stream movies via hdmi (getting a 4k tv in a couple of weeks). Would the gtx 770 be sufficient enough for 4k video playback or would I need a gtx 780?

Since I am not a fan of wasting money on overclocking, I recommend the Xeon e3 1230v3. I don't think a GTX770 would be strong enough for 4k gaming so I would get a GTX780, R9 290, or R9 290x.

I bought a Asus pro-Z97 (wifi) a couple days ago, also I wont be gaming on the 4k tv jsut video playback(moives/tv shows.. etc)

Oh, and as an added bonus, 290X is worse performing than the GTX 780, Quadro K6000, Titan, Titan Black, 780 and 780Ti.

One 290 is about on par with one 780 for considerably less $.
One 290x is about on par with one 780ti for much less $.
Two 290s will outperform two 780s assuming that much video power is necessary.
Two 290xs will outperform two 780tis assuming that much video power is necessary.

Havent seen anyone test the video playback capabilities of the cards, mostly just gaming performance so i wasn't sure. The new 4k media players are also 500-700 dollars, and offer very little flexibility (no usb mounting for drives), so win win lol.

The tri-X has a much higher power consumption but it does fit into my budget lol, could get an i7 and the Tri-x since its 370 on Amazon. Never owned a Radeon card though, seems kind of too good to be true at 400 $ with that performance.

Look at some reviews of the Tri-X 290 and you'll see. It is even quieter than the 780 at times. The 290 is a better value than the 290x.

I still recommend an e3 Xeon like the 1230v3 though. I just can't see you ever needing to overclock.

The 290x was originally supposed to only cost around $500, but supply problems and the bitcoin frenzy raised the price like crazy. The 290 was supposed to be around $400 I think. Prices/demand are both finally down. There's nothing really wrong with AMD cards nowadays. The drivers are a LOT better now and since you'll only be using 1 card, there's no real issue at all. The problems had more to do with using 2+ cards. The tri-X is a good model.
