One of the fans on my GPU seems to have stopped spinning. Although I know that the card will sometimes only spin one fan if it is cool, but I don't think this is the case as the card has been overheating for about the past week. In addition, when I try to manually spin the fans, the broken fan has a lot of resistance. The card also seems to be bent a little out of shape but I am not sure if this is the cause. Does anyone know if this can be fixed or do I just have to get a new GPU? I can provide pictures etc. if necessary.

be on the safe side, your graphics card sounds in bad shape. I would look into a new GPU (unless it is under warranty which it probably isn't)
a GTX 760 might be worth a look, make sure your rig is decent though.
