Could this be an issue with my CPU or Cooler? It's strange that the H100i doesn't change temperature. Thanks for any help.

what i understand is that you use auto voltages for overclocking. as result you get 1.448v which is ridiculously high. i wouldnt run my cpu beyond 1.3v and 75c for 24/7 usage. you should be able to achieve 4.2ghz with fixed voltage of about 1.125-1.225v easily.be carfull you have reached hazardous temps!

You should use Manual mode for Vcore. Auto, Offset, and Adaptive will way overvolt you CPU under load, especially with AVX instructions which Prime95 uses. Set to Manual lie chris has said. Start at something like 1.2V for 4.2GHz. This should bring down your temperatures quite a bit.

If you use Asus AI suite 4.2 auto clock is good, after that you need to manually set your volt threshold and cores to whatever herts ur going for. but yea dont let ur volts go over 1.25 thats just asking for trouble. People who program the auto OC stuff need to get their stuff right.
