fx 8350 performance issue

Hi everyone.

The main problem i have is in-game performance. I can say that it's CPU or MB fault - i thought earlier that GPU is broken, but i tested it few days ago on my friend's pc, and FPS's are much much better with no drops. Now i post my PC specs:

-fx 8350 @4.0GHz with Mugen rev3 B cooler
-ASUS M5A97 evo r2.0 MB
-7950HD Sapphire Vapor-X 950/1250MHz
-Corsair AX860 platinium modular PSU
-Thermaltake Chaser MK-I case
-2x4GB Kingston Hyper-X 1600 MHz CL-9 RAM

Latest MB bios, all settings set as default (just ram at 1600MHz, cause MB see it as 1333)
Latest Catalyst 14.4 (same as on second PC where i tested graphics card)
Latest MB chipset drivers.

I tested GPU on stock i7 2600k (i don't know MB name, but i can ask if this is necessary info)

Results are: 1000 times more stable and about 20-50% better FPS
(ie, borderlands 2: 120-150 // 50-100
metro LL: 110-140 // 75-100
serious sam 3: 50-100 // 25-70 with very massive drops
far cry 3: 70-100 // 35-70
devil may cry: 150-250 // 100-180

(my score // i7 test score, ofc all tests at same in game graphic settings))

There's no magic that i7 > FX, but it should be few fps's difference.
For now my friend has more fps's in few games on his stock 6970HD ...

I tried an amount number of GPU drivers, a lot BIOS settings, etc. No results.
I'm getting out of ideas, hope you have any.

I can add that it's not cooling problem (i have set like this: http://i.imgur.com/p7kvJsr.jpg) and not power problem (new 860W PSU, earlier i had Aerocool 650W bronze and it works same, but i sold it cause i had good offer) I have also 2 1080p displays, but no bigger difference if i disconnect one of them.

Hope text isn't too long, and is understandable (i don't know english well :( ).
And also hope than you can help me solve this problem :)
 
Was your friend's system also configured for two 1080p monitors? Disconnecting a monitor won't help if the GPU still is configured to drive two; you have to test your system using a configuration that matches your friend's configuration; otherwise the results aren't that meaningful.

I have under 40 celcius degrees on CPU under load. Usually about 25-30, just fan goes from 900-1100 rpm to 1500. I find it a bit weird, it's too low i guess even with good cooler. Gpu is about 55-65 depends on game and 40-45 in idle (firefox, yt, etc).
I use HW monitor to check them. (screenshot, firefox with few tabs, and osu! (game) on second display http://imgur.com/Bz8WnyU)
(I have windows 7 proffesional x64, this is just skin for windows that make it look like 8 (with no effect on performance, checked it too))
According to GhislainG question - no, he has single 1080p display. But in meaning of "configuration" i understand just pressing windows key + p and choosing extend.
Anyway, displaying facebook card, or even YT video on second display shouldn't load card or cpu much more than just game on one display with same aplication in background. If it's i can check it.

Sorry, i thought than HW monitor is showing thermal marigin. Anyway, it's about 40-45 degrees in idle, and 35-40 under load ( o_O ).
It goes like: 45 <starting game> 50 <game is launched now> 45 <save loading> 40 <in game > 35
It's heating up for a few secs, but then fan speed increases and go back to under 40 degrees.

My eyes bleeding now btw ._.

It's pretty impossible to overheat i guess, good cooler and generally good cooling, clean PC. And pretty new (about 1 month) high end thermal paste under cooler.

I have AVG free now, before i had Avast (btw, can you recommend me any good antivirus ? I can pay subscribtion, but i don't want to buy crap like Norton ) And i'm 100% sure there are no viruses here, cause i installed clean system few times last month.

Checked it lots of times, GPU 60-100% (depends on game, mostly about 95%), CPU 30-60%, (same as gpu, 40%), RAM is 2,5-4GB (3GB)

Already done, and yes, it's :(

I wonder about buy 4770k with MB and throw FX trough closed window, but it seems like it makes no sense now, few months before new intel CPU's
And i have only ~400$ (300 Euro) to spend for now

Nope. But i flashed new BIOS right now, and it's a bit better, maybe not good, but less drops etc. It might be a thing. Everything is set as default btw. Do you want screens of bios ? Maybe i should set some options by myself, but i dunno how :p
