Can I use SLI on a board that doesn't have 2 PCIe 2.0x16 slots?? For example on ASROCK 980DE3/U3S3 RETAIL. If i can, will i need PSU higher than 650watts?

Quick PSU answer: It depends on which video card you are going to SLI. Will that motherboard support SLI? No, it only has 1 full length PCI/E slot. You need a motherboard with at least two slots. Also they don't both have to be x16 slots. A lot of motherboards that have two slots downgrade to x8 in SLI or crossfirex mode.
