Confusion about CPU and RAM

Hi all

Firstly i wanna ask about clarification on CPU Ive used speccy, windows system information, Intel processor id utility, dxdiag and CPU-ID. I wanna know the actual operating speeds of my cpu. I cant remember exactly what i asked for in my purchase i lost the receipt for the purchase. I have windows, dxdiag and lintel processor id telling me i have a changing speed between 3.40Ghz to 3.90Ghz

Speccy and cpu-z - Intel Core i7 3770 @ 3.40GHz Ivy Bridge 22nm Technology
Windows system Info - Intel(R) i7-3770 CPU @ 3.40Hhz 3.90Ghz
Intel processor id utility - Reported CPU speed 3.70Ghz
Expected CPU speed 3.40Ghz
CPUID - Intel(R) i7-3770 CPU @ 3.40Hhz
DxDiag - Intel(R) Core(TM) i7-3770 CPU @ 3.40GHz (8 CPU's), ~3.9GHz

I do remember purchasing 1600Mhz ram however all mine different programs claim that i only have 800Mhz dual band ddr3 ram so im guessing i didnt get what i paid for?

Speccy - 16.0GB Dual-Channel DDR3 @ 800MHz (11-11-11-28)

As I understand it you can get your CPU to run in turbo made for longer by cooling it more, as it's the heat it generates that will cause it to throttle back - can anyone else comment?

However if you wanna go that route, you might do better to go for a K-series (ie overclockable) processor in the first place - that way you would get far more benefit out of the money spent on an aftermarket cooler

Go to the bios an check your cpu speed
for your ram speed it is fine 800 MHz on a 1600 MHz ram is okay
to get the actual ram speed in speccy multiply your ram speed by 2
ie 800 X 2 = 1600
This is because of ram multipliers
the ram speed will be only shown as half of the real speed

All three solutions have helped so its just not one response that's right however snowcrtl I noticed i could make the turbo boost permanently enabled from my bios settings if i can maintain a heavy 17 degrees Celsius (62.6 Fahrenheit) cooling fan on the cpu/gpu would it be safe to use for a 4 hour period at a time or is the feature more complicated then i think and what are the risks? That said the Intel processor id utility shows turbo enabled even during idle periods so im not sure what to do i may just leave things be.
