GPU Gets too hot causing in game lag HELP

I have a gtx 780 ti superclocked edition with a custom water block installed to it, and for some reason without even being overclocked, i get 80-90 celcius and it causes never ending lag spikes until it goes back below 80 degrees, any idea why this could be happening?

When a card gets too hot, it will downclock, causing inconsistencies.
I suspect that you have a problem with your water cooling.

i figured the same thing but this card for some reason does not downclock itself, it stays the same all the way until it overheats and shuts down my pc, not exactly sure what to do at this point
