Am I Experiencing Coil Whine?

Hello, I am very, very confused here. I have been told coil whine is caused by high frame rate when v-sync is off. I just built my first computer with a Gigabyte 270x, the sound seems to be resonating from there. But the whats weird is that It gets worse when v-sync is on. For example in Minecraft if I turn V-sync on, the "coil whine" gets worse. Also the sound gets worse when I switch to high performance in the power options. The sound can be heard when scrolling or even simply moving my mouse on the screen. It's also quite selective when the sound can be heard. I just don't get it... It the sound doesn't really exhibit any traits that coil whine is supposed to have except that it sort of sounds like it from the Youtube videos I heard. Even under load the sound goes away sometimes, it's just weird... So mainly what I'm asking, is not how I can fix it, but what is this sound! And if it may help, my power supply is a Rosewill Green Series 630w. I'm just at a loss here, and help would be GREATLY appreciated, thanks.

when you play with sync that refer to the gpu do you have a old one you could use for test to see if the coil wind is on .

No, this is my first computer, I don't have any old parts that I could use reference unfortunately.

Unfortunately no, I'm probably going to send this back though and get another either way... I just wish I had a way to test, thanks for help so far.
