My pc is very slow and can't run any game smoothly, the performance is so bad please help

I have had this issue with my pc for 3 months and I can't solve it till now, I didn't bother earlier cause I was busy with my college anyway but now its summer and I need to find a solution.

My game should run League of Legends smoothly, but instead it runs it at 22 fps at the lowest settings.
My pc parts:
OS: Windows 7 64-bit
Motherboard: Gigabyte Z87X-OC
Processor: Intel core i7-4770k cpu 3.50GHz (8 CPUs)
Ram: 16 GB
Graphics card: AMD Radeon R9 290
Power Supply: COOLER MASTER 720W

I really don't know what is wrong, all my parts were purchased new.

Someone told me to use Pass Mark before so here are some screen shots from the program testing my performance and I am sure you will be amazed, cause according to the program everything is not performing even a 2GB ram performs more than my 16 GB ram.

I have tried everything, I tried formatting the whole pc and installing Windows 7 and 8 32 and 64 bit both of these 2.
I currently have the latest GPU driver from AMD site and its running the game at 22 fps, I tried even using old driver and nothing until now.

But as you can see in the screen shots I posted, its not a GPU problem alone, everything is performing so bad even my Memory.

Quite odd that your computer runs slow with those specs. I'm just going on a guess, but perhaps a faulty power supply? When you say you have a Cooler Master 720w, I assume you have the Silent Pro M2 which is a very good power supply compared to the rest of what Cooler Master offers. Always the chance it could be faulty. Also how is the temps on the CPU and GPU?

I don't really know how to update my BIOS I am not that good when it comes to BIOS.
I have a Noctua Fan NH D14 but as you see the computer doesn't heat up at all, nothing in the PC heats up I tried testing when playing.
And my PSU is Cooler Master 720w I don't know what details you asking for :/

Also are those Voltage's readings normal? or could this be the reason why my pc is performing poorly?

No, the temps and voltages are satisfactory except the TMPIN2 which is 128C which is rather a false reading. Is your system under overclocking?
You should update the bios once. Download the bios from gigabyte( latest bios ver. for your mobo) and then flash it using a usb flash drive.
If everything fails, then it's likely to be faulty PSU. Which 290 do u have?
