Computer won't turn on?

Hello, I recently started to build myself a PC and recently I've been having a string of problems with setting up the operating system.
My computer specs are a GIGABYTE 78LMT-USB3 motherboard, AMD A3 chipset, 4GB RAM, and a phillips CD/DVD IED drive (not sure what are the specs on them, made in 2004 though, still work well.) And a WD 1TB SATA drive.
Now I have all the cables I need for these devices, but there's one problem i can't seem to fix with my knowledge of computers.
Basically when I try to turn on the computer the power light will flicker and won't turn back on, I researched the problem and found out that it was in fact that my CD/DVD drive won't co-operate with my 1TB Hard drive but the CD Drive will work with my old 160GB Toshiba hard drive, now I know that I could use that hard drive but I can't. I want to install Windows 8.1 to the new hard drive and not to the old hard drive.
Sorry if I didn't make much sense... Been a long day.
But if anybody could give me any pointers on what to try and what not to I would appreciate it.

sounds like you have a short or your overloading the power supply limits. the issue your describing doesn't fit what your thinking. if it was a hard drive/ cd drive compat issue then computer would just not be able to talk to drives but would still stay powered up. you have some sort of power issue going on. check for shorts like an extra motherboard stand off or mabe even the power supply to the motherboard not pluged in all the way. also try removing all the hard drives and see if the computer stays powered on.

Ok so I've done all of that now and the computer will start up properly now, but in BIOS the disk drive is detected but the hard drive isn't, I've tried to change the BIOS settings to make all the SATA ports Native IDE but it still won't find the hard drive and I've also changed the settings to be RAID and the other one (AHCPI or something)
 


good start then.

1. im a little lost in what your saying. which drive is the disk drive (the 1tb?) and the hard drive the 160gb?

2. is the drive actually spinning up(which ever drive your talking about) Physically listen the the drive is it spinning?

3. achi should be disable for older drives
