How to install Windows 8 with just the code?

Ok, I may have a slightly complicated problem so I would ask you to bear with me please.
I'm building a PC at the moment, and I seem to have observed several sites that sell just the official product keys without the disks. It should be noted that they're almost on average around 50 euro (About 70 dollars) cheaper than getting the disked version of windows. I'm wondering, in simple language, is there a legal way to download windows 8 to a USB key/installation media so that I can boot it from a USB, enter the key and then get installing? As a student a while back, we used to be able to do just that with windows 7 and enter the product key that was on their laptop. I am very knowledgeable when it comes to PC hardware and so forth, however, this is one area I know very little about. It would be greatly appreciated if someone could give me a word of advice on the issue on where maybe I could download the file or if it is even possible. Thank you for your time! :)

They all say that they're legitimate licenses
 
... of course they say they are legit licenses. If they didn't lie about that what idiot would buy them? They are 100% illegal. If they weren't they would provide a way to download it. There are PLENTY of places that sell the license and you can download it including Microsoft. Not having a disk doesn't make it cheaper and if its $70 cheaper than Microsoft its a scam. most you'll ever see is $20 cheaper when retailers have a sale

And they do not have the license agreement with MS to sell then on the open market.

This is one of the reasons the TechNet program was shut down.
For a small price, you could get 10-20 activations per product. To be used for internal testing, etc.
A LOT of people were selling these all over. They did not have a license agreement to sell those.
Along with people selling academic keys, corporate licenses, etc, etc.

Those are not legit.
